его, их и т. д. нельзя порицать (за вн.), укорять (в пр.) — he is, they are, etc., not to blame (for)

никогда нельзя (+ инф.; соотв. указанным выше оттенкам значения) — you may never (+ inf.); never (+ inf.); one / you should never (+ inf.), или ought never (+ to inf.)
